Some part-time employees face a hit to the wallet

Nearly 150 part-time employees with the County of Louisa may receive smaller paychecks starting April 1, thanks to a provision of the Affordable Health Care Act. The Act also affects private businesses.

“I don’t know if it’s the unintended consequences of the Affordable Health Care Act,” said Robert Dubé, Louisa County administrator, “but the reality of it is it affects us locally pretty harshly.”

The county’s personnel committee is considering recommending cutting the hours of part-time staff to 29 hours per week or less, following a similar move by Gov. Bob McDonnell for state workers in February.

According to the Act, workers who average 30 hours or more per week are considered full-time and an employer must offer health care coverage.  The previous cut-off was 40 hours per week.

“Depending on the person, they could be cut from one to nine hours per week,” Dubé said.

The change would affect part-time employees who work at the refuse and recycling centers, fire and emergency medical services, parks and recreation, sheriff’s office and administrative staff.
