Fourth man charged in Louisa man’s murder

A fourth man has been arrested and charged with killing Sean Houchens in Louisa County last fall.

Stephen Phillips, 21, of Bumpass, was arrested April 2. He was indicted in March by the same grand jury that found probable cause that Clifford and Brandon Wood and Justin Peters committed murder by mob.

Clifford Wood is accused of first-degree murder. His attorney, Joseph Morrissey, said during Wood’s bond hearing in Louisa Circuit Court on Jan. 31 that his client shot Houchens in self-defense.

Brandon Wood, Clifford’s son, and Stephen Phillips both testified at the bond hearing. Phillips was later charged with perjury regarding statements he made under oath about the events of Sept. 1, the night Houchens was killed.

The shooting took place in front of a house on Jefferson Highway (Rt. 33) near the Hanover County line.
