Louisa County Planning Commission rejects boat, RV storage

A boat and recreational vehicle storage facility and a live concert series, both at Lake Anna, were rejected by the Louisa County Planning Commission.

Curtis Heidel and Mark Menton proposed rezoning about 17 acres on Zachary Taylor Highway (Rt. 522) from agricultural to commercial to allow the storage facility, which would also include trailer sales, a bathhouse and minor vehicle repairs. The property abuts the county’s refuse and recycling center.

Commissioners brought up concerns at their Feb. 14 meeting about traffic, which the applicants tried to assuage by proffering that the facility would be members-only. But they couldn’t convince Commissioners Ellis Quarles (Patrick Henry district), Greg Jones (Louisa district) and Cy Weaver (Jackson district). With one member, Cuckoo district’s George Goodwin, absent, a motion to approve the project failed 3-3.

Quarles and Jones both indicated they were concerned about setting a precedent by allowing someone to rezone to commercial even though the property is designated in the comprehensive plan for less intensive use.

“This looks like an example of piecemeal rezoning in response to a property owner’s request, rather than the community’s comprehensive plan,” Quarles said.

The property is designated in the current plan for low-density residential and community service uses.

Commissioner Holly Reynolds (Green Springs district) said the rezoning request isn’t really counter to the plan, since the property is right next to an area designated for mixed use development.

“To me it’s in the character of the neighborhood,” Commissioner Gordon Brooks (Mountain Road district) said.

Robert Gardner, the county’s community development director, said the rezoning can be justified despite the growth area designation, if the property owners agree to proper protections. Heidel and Menton said they would proffer substantial landscaping buffers and disallow numerous uses.

Charles Purcell and W.A. Dickinson, who co-own a large commercial property that adjoins the proposed boat and trailer storage site, said they did not have confidence the project wouldn’t damage their interests. Dickinson said there is also some uncertainty about traffic in the area in the near future, given the Virginia Department of Transportation’s plans to build a roundabout at the intersection of Rt. 522 and New Bridge Road (Rt. 208).

The second request turned down by the planning commission was landowner Mike Vallerie’s latest attempt to win support for a live music series at Pleasants Landing at the east end of the lake.
